You can use Expedia or other third party sites to compare rates, but then go directly to the rental car company's website to reserve. It's better not to get a third party involved, especially if there are any issues.

If you show up at the Hertz counter with a Hertz reservation you will get better help if there is a problem, than if you book through a third party and have to track down Expedia in a hurry.
