Basically, stores are allowed to open from 8AM to 9PM weekdays and 8am to 6PM weekends. Outside of those hours, they are limited to four employees on the floor. There are a few places that do manage to open 24 hours a day, most notably in Montreal is 4 Brothers on St-Laurent which is a small supermarket that is open all the time.

They generally are open for normal shopping hours in Montreal. For downtown Montreal that means... Monday to Friday - 10:00 am to 9:00 pm. Saturday - 10:00 am to 6:00 pm. Sunday - 11:00 am to 5:00 pm.
At that hour you're not going to find grocery stores open - most close at 9pm, and perhaps a very few at 10. Better to grab some (overpriced) snacks at the Relay convenience store in the airport. Find your accommodation in Quebec City on google maps, and then do a nearby search for grocery stores or a large pharmacy chain such as Pharmaprix or ...
