The potential issue with using Debit is that any pre-authorisation ("hold") placed on your card is held against your money, rendering it inaccesible for any other purpose until it's cleared/settled. So your account has to contain enough to cover this pluds your actual spends.

If the person doesn't have a credit card already, or low credit rating, the type of credit card they get will come with an initial limit of £300-500. Likely maximum initial limit of £1,000. Don't really see that helping to be honest.

   To those saying debit cards are fine for car hire deposits, they are not. Some suppliers may accept a debit card but I'd wager 85% plus of the car rental providers only accept credit cards (and sometimes not even AMEX). Alamo in the States do accept debit cards, but Hertz, Dollar Thrifty do not.
