Most rental car agencies, and in my own experience Avis is now part of this, do not charge a separate "One Way Fee" any more but instead work it into the "Base Rate". Also, many regions are run as a conglomerate where for many rates you can pick up or drop off anywhere (major locations at least).

If those are base rates, they seem a bit high, even with the codes (if it includes all the fees and taxes they are pretty good.) Those might be good rates for that week, but be sure to shop around to be sure. Report inappropriate content.
A 1-day, midweek rental is expensive. Even with the above discount code, your rental will be over $60! Try hiring a car through hotwire.com. Their rates start at $22 (without insurance which should add about $20 more). Or, arrange for a car hire through an all-inclusive company like YESCARHIRE.COM.
4. Re: Rental Car discount codes. Memorial Day weekend is going to mean a much bigger demand therefore much higher prices especially if booking late. There may be some discount codes out there, but be prepared to pay quite a bit more due to the reasons I listed.
