Technology is such that direct links from rental companies are imbedded in OTA, airline & other rental booking channels so you don’t book a rental car when a location is closed.

Considering using fox rental cars as the mini van would be about $310 for 9 days (pick up in Tampa, return to Orlando ).....compared to like $900 with all the other companies. Just nervous with the huge price difference (but if legit it would save money to use on the other big parts of the trip).

I had a similar experience,I booked a car for $260 all inclusive and they made me pay $450 for incidentals which would be refunded after I return the car but to my surprise they charges $432 and I am still waiting for the $18 refund .Never will go back to them .
