For DMV and Smog-Check purposes, Needles is the closest CA "town" to Vegas. so I am thinking that maybe they have a live-scan there as well. The person who suggested "Baker" to you probably was thinking of Bakersfield, a much larger city.

I'm pretty certain that a smoking room would indeed smell like cigarettes, whereas this shouldn't be the case with a non smoking room. I'm guessing that you're concerned that a non smoking room may smell. If you're not happy with the smell (cigarettes or otherwise) in any room then just ask for another room. 2.
