I find the mountain at Breckenridge dangerous, too many runs that intersect without folks looking as the pass. Fun town. Beaver Creek, small village, great mountain for beginners. More relaxed than Vail. It all depends on what is most important. Vail wins the Village vibe. Love the mountain but dang, it's easy to get lost.

An Epic pass is a product of the resort. It sounds like you think any store can sell them, and they cannot. So you have to get it at an official resort ticket window. I don't know what you mean about going to one of the peaks. You get it at the base ticket window.
