That means I dialled local access codes (or "+") plus country code and number to call abroad, and just the area code and number to call nationally/locally. So in Thailand you would dial "+" or 001, then country code (1 for the US) + area code and number. NOT 011!
Re: Calling bank 1-800 number. 5 years ago. You dial +1800-etc on a mobile phone and pay full rate. To call with your phone + local SIM, using one of the discounted access codes (AIS's 003 as an example) is simply 0031800-etc. Forget the 011 stuff you use in Canada, this is Thailand.
