   Last year I rented a standard SUV from Hertz i Los Angeles. I paid (in advance) around 600$ for 15 days. Now....when I arrived at Hertz they did not have a standard SUV with XM radio as we had ordered. I explained that the XM radio was not that important. They offered me an upgrade to a Infiniti FX35 for 180$. I was also offered an Audi Q7 for 260$

   For background, I have rented NUMEROUS vehicles..especially from Hertz (actually was a PC member for a long time).    This was clearly no reflection of Hertz). However, the way Hertz (specifically, Katie - manager of GCM location) was wonderful! She was very patient and helpful! At the end of the trip, as we returned the car, an employee drove our rental to the terminal to drop us off with the luggage. I’ve never had such a quick and easy car return before!

Just because somebody else got a free upgrade is no guarantee nor indicator that you will get one on the day.
