I did a dummy reservation, and somewhere along the process, where Costco asks for "Renter's Detail", there is a slot where you enter Budget Fastbreak number. Maybe if you have already made the reservation, go back to edit "Renter's Detail" and enter your Fastbreak number.

I booked through Costco a few weeks back, and for a 9-day, mid-size SUV rental in July I secured a rate of $240 (including all taxes and fees). I checked today and it's $540 now! My advice (not that anyone asked) is to secure a good rate and keep checking.
