   Hi, I hired car for 22 Nov 2014 from Avis Car Rental (NAIA Airport) and paid my deposit via credit card. They said they will refund with in 14 days. I have left Manila and called them up and reached them via mail, and even after 2 months they are not refunding my deposit and nor replying my mails after few initial one and ignoring my request.

You will pay more to rent a car and a driver for a month than you will for your hotel. Just hire on a daily basis when you need one and just use taxis if you are staying within Metro Manila.
