the question is for which date are you trying to book tickets ? you can only book tickets as early as 3 months from travel date. say if you want to travel on 1st December 2012 the earliest you can book is on 1st September 2012. also you can use cleartrip.com which is relative much easier to book tickets rather than on direct railway site

You *can* book at irctc.co.in, it's a bit convoluted and you need to select the right (international cards!) payment gateway, But it does work. Agency 12go.com can also book this, obviously with added fee, but less hassle.
