From a mobile/cell phone dial the full 11 digits. Although even if you do dial your own area code from a fixed line, the call will still go through.
If you have a local phone or a phone with a UK SIM card then you would dial all the digits listed in the London number and not remove digits as you could in a local US call. A London number starts with 020 xxxx xxxx . You dial all those digits UNLESS you are using an American phone.
